Understanding the Shift: International Students and Long-Term Visas

The Department of Home Affairs recently reported a record 2,353,000 temporary visa holders in Australia for the June quarter of 2024, highlighting the unpredictable nature of migration journeys.

Surge in Temporary Visas 

Australia has seen a record high in temporary visas, largely driven by an influx from India. As of June 2024, student visas reached 608,300, up 39,500 from the previous year, and graduate visas doubled pre-COVID levels to 216,500. Working holiday maker visas also surged to a record 173,200. Temporary bridging visas increased dramatically to 297,400, a rise of 120,500 from the previous year, reflecting a correlation with higher student visa refusals and appeals. 

The Shift to Bridging Visas 

The increase in bridging visas is driven by a rise in student visa refusals, leading to a significant backlog in the Administrative Appeals Tribunal (AAT). By May, 15,374 appeals were filed, with half related to student visas—up from 9,258 appeals the previous year. Abul Rizvi attributes this to the removal of unrestricted work rights and increased immigration compliance. He warns that if the current appeal rate continues, it will exacerbate the backlog and challenge the government’s migration control efforts. 

Asylum Seeker Phenomenon  

The rise in bridging visas is partly due to international students seeking asylum. This trend, deemed "perplexing" by the Sydney Morning Herald, has been fueled by the Albanese government's caps on student visas and restrictions on visa-hopping. Rejected student visa applicants are switching to bridging visas to extend their stay, complicating efforts to tackle fraudulent student visas. This situation has exposed vulnerabilities in the immigration system, leading to a congested appeals process that delays legitimate cases and challenges current immigration policies.
