The Australian Department of Home Affairs has announced significant changes to the requirements for onshore Student visa applications, effective 1 January 2025. These updates aim to enhance the integrity of Australia’s international education sector while aligning onshore application requirements with those for offshore applicants. Here’s what you need to know:
No More Letters of Offer for Onshore Student Visa Applications
Starting 1 January 2025, onshore applicants for a Student visa must provide a Confirmation of Enrolment (CoE) at the time of application. Letters of Offer will no longer be accepted. This change ensures that students are committed to their chosen institution before lodging their application.
Applications submitted without a CoE will be deemed invalid. As a result:
Visa decision-makers cannot assess an invalid application.
No Bridging visa can be granted if the substantive visa application is invalid.
It is crucial for prospective students to secure their CoE prior to lodging their application to avoid complications.
Transition Period for Applications
This change applies only to applications lodged on or after 1 January 2025. If you plan to apply before this date using a Letter of Offer, your application will still be processed under the current guidelines. However, from January onwards, the CoE requirement will be mandatory.
Why This Change Matters
The introduction of the CoE requirement for onshore applicants creates parity between onshore and offshore application processes. According to the Department, this adjustment demonstrates a student’s strong commitment to their course of study and provides greater certainty for Australia’s international education sector. By strengthening these measures, Australia continues to position itself as a leading destination for quality education.
Alternative Evidence for Special Cases
This update does not affect students applying under special circumstances, such as Foreign Affairs, Defence, or secondary exchange programs. These students may continue to use alternative evidence of an intended course of study as permitted under current regulations.
Maintaining Lawful Status
Visa holders in Australia must ensure they maintain lawful status. If you cannot secure a CoE before your current visa expires, you need to:
Depart Australia, or
Explore other visa options that align with your circumstances.
It is important to note that there are new restrictions on applying for a Student visa while in Australia under certain conditions.
Ending “Visa Hopping”
This update aligns with broader changes aimed at curbing “visa hopping.” The Australian Government’s Migration Strategy emphasizes reducing the continuous extension of temporary stays by implementing stricter measures.
Key Statistics and Measures:
Visitor visa holders can no longer apply for Student visas onshore.
Temporary Graduate visa holders are also restricted from transitioning to Student visas onshore.
These changes complement other measures, such as tightened Genuine Student requirements and limits on post-study work rights. Together, they aim to enhance the integrity of the migration system and ensure it serves Australia’s strategic goals.
