Modernizing Migration: Australia’s New Skilled Visa System

Australia has introduced significant updates to its skilled visa program, effective December 7, 2024, designed to streamline processes, address labor shortages, and provide clear pathways to permanent residence. Here’s a breakdown of the changes and what they mean for migrants and employers. 

Core Skills Occupation List (CSOL) 

Replacing the previous multiple skilled occupation lists, the CSOL is now the primary guide for skilled migration. This list features over 450 occupations across key industries like: 

  • Construction 

  • Cyber Security 

  • Agriculture 

  • Health 


Developed through detailed labor market analysis and consultations, the CSOL applies to the Skills in Demand (SID) Core Skills stream and the Employer Nomination Scheme (subclass 186) visa (Direct Entry stream)

Skills in Demand (SID) Visa 

The SID visa (subclass 482) has replaced the Temporary Skill Shortage (TSS) visa, offering a simplified pathway for skilled workers and employers. 


Key features: 

  • Duration: Most SID visa holders can stay in Australia for up to 4 years. 

  • Pathway to Permanent Residence: All streams of the SID visa allow work with an approved employer to count toward permanent residency. 

  • Reduced Work Experience Requirement: Applicants only need 1 year of relevant work experience, compared to the 2 years previously required under the TSS. 

  • English Language Requirement: Remains the same as the TSS medium-term stream. 

SID Visa Streams: 

  1. Core Skills Stream: For occupations on the CSOL that are in shortage, with a salary threshold of AUD 73,150 or above. 

  2. Specialist Skills Stream: For highly skilled professionals earning AUD 135,000 or more, excluding trades, machinery operators, drivers, and laborers. 

  3. Labour Agreement Stream: To be replaced by the Essential Skills Stream (currently under development). 

 

Arrangements for Current TSS Visa Holders 

The Temporary Skill Shortage (TSS) visa, subclass 482, allowed Australian employers to sponsor skilled overseas workers to fill labor shortages through three streams—short-term, medium-term, and labor agreement—with pathways to permanent residency in certain cases. While applications for the TSS visa closed on December 6, 2024, existing TSS visa holders will still retain a pathway to permanent residence, as long as they meet all eligibility criteria. Current applications will continue to be processed under the previous rules.
