How does Australia’s Migration Program work?  Australia’s Migration Program is planned each year and sets the number of permanent visas available across the Skilled, Family and Special Eligibility streams. These planning levels guide processing priorities and help the government manage labour needs, social outcomes and long term population planning. Some visa categories move faster because they have higher allocations or higher processing priority. 

 


How the Migration Program Works 

It Starts With Planning Levels 

Each year, the Australian Government sets how many permanent visas can be granted. These are called planning levels. The Program has three main streams: 

  • Skilled 

  • Family 

  • Special Eligibility

     

For 2024–25, the government set the planning level at 185,000 places. Of these, 132,200 places were allocated to the Skilled stream and 52,500 to the Family stream. 

These numbers guide how many migrants Australia can accept in specific categories across the year. 

 


Why the Skilled Stream Gets the Most Places 

The Skilled stream usually receives the largest share of places because skilled migrants help fill workforce shortages and contribute to economic growth. The Program also plays an important role in supporting regional Australia by providing skills that cannot be sourced locally. 

This is why skilled visas often move faster than certain family visas. 

 


How the Family Stream Works 

The Family stream helps Australians reunite with partners, children or parents. It makes up about 28 per cent of the Migration Program. 


Some family visas, such as Partner visas, are demand driven, which means their numbers are not capped and depend on how many eligible people apply. 


Others, like Parent visas, are capped and queued. Once the annual limit is reached, remaining applications are placed in a long queue for possible processing in future years. This explains why parent visa waiting periods can stretch many years. 

 

Why Some Visas Take Longer Than Others 

There are several reasons: 


1. Annual caps and quotas 

When a visa category is capped, such as Parent visas, only a set number of places can be granted each year. Extra applications go into a queue. 


2. High demand 

Australia receives millions of visa applications each year. In the first half of 2024–25 alone, more than 4.8 million temporary and migration visa applications were lodged. More applications increase processing pressure. 


3. Processing priorities 

The government sets clear rules on which visa types should be processed first. For example, skilled visas linked to regional Australia and sectors like healthcare and teaching receive high priority. 


Within the family stream, Partner, Prospective Marriage and Child visas are processed ahead of Parent and Other Family visas. 

 

A Significant Number of Grants Go to Onshore Applicants 

Around 60 per cent of all Migration Program visas are granted to applicants already living in Australia on temporary visas. 


Because so many places go to onshore applicants, offshore applicants may sometimes feel their cases move more slowly.
