What is this bill about? 

The Migration Amendment (2026 Measures No. 1) Bill 2026, as passed by both Houses, proposes new “arrival control” powers under the Migration Act 1958. If it takes effect, it would allow the Minister to temporarily restrict the arrival of certain classes of temporary visa holders where events or circumstances outside Australia create concerns about the integrity and sustainability of Australia’s migration system.  

This is important because the bill is not about all visa holders in general. It creates a legal mechanism that may be used in specific situations and for specified classes of non-citizens.
